Mod config files in Config folder being ignored

OS Name/Version: Windows Server 2012 R2

Product Name/Version: AMP 1.7.3.0 (Minecraft 1.7.10 running Forge 1614)

Problem Description: Mod config files are being ignored, I.E. I have some duplicate ores and unneeded mod compatiblity plugins disabled and this is not reflected in the world; I have multiple Copper/Tin ores.

Steps to reproduce:

Step 1 Fresh install of AMP

Step 2 Copied server from MCMA V2

Step 3 Start server

Actions taken to resolve so far: Set Everyone permissions on folder to Full Control, checked web interface for related options, no change.

AMP doesn't have any control over any config files other than server.properties - it's likely that some of your mod(s) aren't loading properly entirely. You should check the Minecraft server log.

Also make sure that when you add files that you do so via the file manager, not by putting them in manually. Doing so can cause permissions issues.

So mods as well? Just checking. Just got started with AMP last weekend, so not as familiar as I was with MCMA.

Ok did some testing, and found the following:

Deleted the contents of the minecraft folder and found that AMP wont download Forge. It makes a placeholder file for the Forge installer, but that's all. It never downloads or installs.

Also tried reinstalling Forge, ran the installer JAR and still had to rename the the installed Jar afterwards. Checked the server after this, still does not seem to be picking up the changes. I will test this server outside of AMP and try again to see if I can narrow the issue down.
