I was successful in creating instances in 1.8.1.0, however, after upgrading to 1.8.1.2, when I create an new instance I get the following error:

You cannot start instances you do not own as a non-root user. Thrown by the 'ADSModule' plugin while performing the 'StartInstance' method.

I noticed in the instances.json file that previous instances created had a user tag of: "User": "machinename$",

Now in 1.8.1.2 it creates a user tag of: "User": "NETWORK SERVICE",

I have to now edit this file and change it back to machinename$ for it to work.

Upgrade ADS to the Nightly build to resolve this. Another update will be shipping soon.

I fixed this temporarily by changing the Log On As tab in the service in services to the local amp user and then started the service in there.

I can now use ADS as normal.
